FPS below 60 changes the entire video FPS

my system specs: OS : Windows 8.1 (64bit)
CPU : 3252 Mhz x4 ( GenuineIntel )
DirectX : version 9.0 or later Installed (4.09.00.0904)
VGA : NVIDIA GeForce GTX 650 Ti
Bandicam : 2, 1, 2, 739 Installed
When my game lags or the fps is below 60 the actual video is changing to the other fps and the sound is also out of sync.
