So I bought Bandicam for my old laptop. However, the hard drive died on it and I'm still in the process of getting all of my information back, including my recording software. Because there's no way for me to use my old laptop ever again, do I still have to purchase a 2-PC license? Or is it possible for me to just reuse the same license on the laptop I have now?

If you uninstall the registered Bandicam, you can re-use/transfer the license to another computer.
If you format your computer or your computer is broken, you can re-use/transfer the license to another computer.

If you lost the serial number, go to http://www.bandicam.com/buy/ and enter your purchasing email address at the license check section. Your license will be sent to your email again.

In other words, yes, you can register using your old registration information.
