I5 4590 h.264 (CPU) problem

Sup guys

I use bandicam for H.264 - NVENC recording, but for some games with a lot of movement the video quality just suck, so i'm trying to use H.264 (CPU) - 1080p 60FPS CRF - 100Q VBR, even when my processor is not even close to reach his maximum use, the video just keep the framerate on VFR, resulting on a weird video with 5~10 fps, the problem is my processor or my computer at all?
Specs
Placa mãe: Asus Z97-k
Processador: I5 4590 3.30Ghz (turbo-boost)
Memória: HyperX 8gb 1866Mhz
Placa de vídeo: GTX 760Ti 2Gb
HDD: Seagate ST100M 1Tb

already tried this options, and i have to reduce a LOT to get a cfr 60fps, like to put my resolution in 720p, and if i put in mp4 container is even worse, idk what to do, just double-checking if with this configuration it's normal to have this performance on my recordings.
Worth to mention that the game is not affected at all, still running with minimal fps impact, but the recording still running poorly

Thank you for your feedback.
It does not seem to be an encoding issue, but a performance dropping issue while recording since you said you got 5~10 fps videos with the H264(CPU) codec and changing resolution to 720p didn't work.

Please check if you have plugged your graphics card into the secondary slot.
If so, the graphics performance might drop.
Please plug it into the primary slot and try recording again.

Also, please let us know if you have a frame dropping issue with the H264(NVENC) codec in order to clarify the following report.

Do what I do, use screen recording mode (full screen) instead of game capture mode. You won't be able to see the FPS, but with the increase in performance you can pretty much tell how it's going. Plus you can check the details of the video file afterwards for confirmation
