Issue: 25FPS Recordings when non-recording FPS is over 200?

Hey there, so I'm a Garry's Mod animator on YouTube and I recently decided to return to making videos. Today was my start day, but I came back to find that all of my recordings, regardless of codec are all between 23-31FPS, despite having a high-end system and high performance in-game (before recording). I actually recently upgraded my video card to a GTX 1080. I used to film on a 780Ti and never had this issue, recordings were always 1080p 60FPS, no issues. I can't figure this out and I have also tried Fraps and PlayClaw but the same issue persists. This is a big blow considering I want to get back to my favorite hobby of the past 10 years. I've spent about 5 hours trying to figure it out, but I really need some help. Any ideas?

System Specs:

Operating System: Windows 10
System Manufacturer: MSI
Processor: Intel Core i7-4820K CPU @ 3.70GHz
Memory: 16GB RAM - 2TB HDD
DirectX Version: DirectX 11
GPU/Video Card: NVidia EVGA GTX 1080 8GB
Default Reseloution: 1920X1280, 60H

Yeah I gave everything you reccommend on the site a shot, as well as every other trick I could find on the internet and zilch. The ONLY program that works properly is NVidia Shadowplay, is there a reason why? Honestly I'm confused as to how Bandicam broke in the first place.

Please, follow steps 1, 2, 3 and 4 on the linked page.

If it does not work, please check if you have plugged your graphics card into the secondary slot.
If so, the graphics performance might drop.
Please plug it into the primary slot and try recording again.

Did everything, and the card is indeed in the primary slot. Still no success. Is there any kind of diagnostic tool I can use to send you information?

Unfortunately we don't have any solutions at this moment since you have the same issue with other recording software.
