60FPS on webcams

So i decided to start a new post cuz I feel this issue is a little different then the other issue I had. Well my problem was, I couldnt get the option to do 1280x720 60FPS on my BRIO webcam on bandicam. you suggested I try plugging in to different USB 3.0 slots to see if it fixes the issue, which it didnt. Well I recently went out and bought a new pc with a geforce 1060, I7 7700, and a solid state drive to put bandicam recordings on. Well i still have the same problem. My BRIO webcam cant access the 1280x720 60FPS option on bandicam like I could before. Plus, I have the option to use 1920x1080 60FPS and it looks like garbage. the 30FPS option looks better then the 60FPS option.

Its important to note that my windows 10 camera app has no problem broadcasting in 1280x720p60fps. looks clear, no grainy image. perfect. but for some reason, bandicam wont let me use 1280x720p60fps. only 30fps and 90fps. Is that option no longer available on bandicam? is it still an option? what can I do to use 720p60fps on my webcam overlay?
