Hi, I have Bandicam premium. I wqould like to record the screen when I'm using skype. But the other person use DMCA. So can notice that I'm recording the screen?

Bandicam does not send any information such as your recording status or recording target.
However, there may be a possibility for the other person to know that you are recording if you had installed a specific software and/or if you had logged in to a specific service to provide such information on your PC.
